Pre-Employment Transition Services (Pre-ETS) and Deaf Youth

Module Description:

This module provides vocational rehabilitation (VR) counselors with valuable knowledge and tools to effectively support deaf youth through Pre-Employment Transition Services (Pre-ETS). Grounded in a deaf-centered and strengths-based approach, the content highlights how culturally and linguistically accessible Pre-ETS can empower deaf students to lead their transition journeys. Participants will explore how to recognize and build upon the unique assets, aspirations, and communication needs of deaf youth. The module also addresses the importance of dismantling systemic barriers—including those related to communication access and implicit bias—and emphasizes the power of collaborative partnerships with schools, families, community organizations, and deaf professionals. VR counselors will leave with actionable strategies to create inclusive, affirming pathways to postsecondary success and employment for deaf youth.

Learning objectives – Participants will be able to:

  • Describe the key components of effective Pre-ETS services tailored for deaf students and their unique needs.
  • Analyze and state the value of engaging in Pre-ETS activities and successful transition programs tailored to the needs of deaf youth.
  • Explore strategies for enhancing accessibility and communication within Pre-ETS programs to better support deaf youth.
  • Develop an awareness of the importance of cultural responsiveness in transition planning and service delivery for deaf populations.
